Here I will give you an idea how to make a night vision goggle using photoshop.

[1]-First of all open new document of custom size
you may choose any size, I am gonna take Height & width 500×500 pixels and Resolution 72 and Mode RGB Color

[2] Take the Pen Tool, create a new shape.

[3] Make the selection create a new layer and fill with Black color.

[4] Go to Blending Option use the following settings.

[5] Your image should be look like this.

[6] Then take the Elliptical Marquee Tool create a new shape and fill with Black Color.

[7] Go to Blending Option use the following settings.

[8] Your image should be look like this.

[9] Now hold Cntl+T, Transform Selection to Rotate your image, as shown image below.

[10] Make the copy of Previous shape layer.

[11] Now arrange the layers see in the next image.

[12] Your image should be look like this.

[13] Now open your image.

[14] And change the Blending Mode and set the Opacity.

[15] Your final image should be look like this.
