[19] Take the Text Tool again create your text, press Cntl+T, Transform Selection to Rotate your image.

[20] Now go to Blending Option use the following settings.

[22] Now take the Brush Tool use these settings.

[23] Draw a line with the help of Brush Tool.

[24] Now finally create some text your final image is ready.
