[1] Take a new file of 400 pixels X 400 pixels with resolution 72  dpi using the RGB mode.

[2] Go to Filter>Render>Clouds.

[3] Now go to the Layer Pallete select the Hue/Saturation see in the next image.

[4] Then apply the following settings.

[5] Your image should be look like this.

[6] Now go to the Layer Pallete select the Hue/Saturation see in the next image.

[7] Then apply the following settings.

[8] Your image look like this.

[9] Now take the Gradient Tool use these settings.

[10] Drag the Gradient Tool see in the next image.

[11] Your final image should be look like this.
