[1] Take a new file of 300 pixels by 300 pixels and choose resolution of 72 dpi in the RGB mode.
[2] Now take the Rounded Rectrangle Tool.
[3] Then create a shape and fill with grey color.
[4] Now go to Blending Option and select the Gradient Tool use these settings.
[5] Your image should be look like this.
[6] Now create another shape with the help of Rounded Rectangle Tool fill with same color.
[7] Go to Blending Option and select the Gradient Tool use these settings.
[8] Your image should be look like this.
[9] Then select the Elliptical Marquee Tool now create a shape as shown image below.
[10] Now take the Gradient Tool use these settings.
[11] Make the new layer fill the new shape with help of Gradient Tool as shown image below.
[12] And the change the Blending Mode of new shape layer Linear Dodge as shown image.
[13] Your image should be look like this.
[14] Now take the Shape Tool use this one.
[15] Then Hold Cnlt+T, to Transform selection and Rotate the your shape.
[16] Now go to Window>Styles use the following settings.
[17] Your final image should be look like this.
