Here I will give you an idea how to make a Website blog comment icon using photoshop tools and technique.
[1] Take a new file of 400 pixels,400 pixels, of resolution 72 dpi in the RGB mode.

[2] Now take the Shape Tool select this one.

[3] Create a Shape and fill with Black color.

[4] Now go to Blending Option use the following settings.

[5] Your image should be look like this.

[6] Now take the Ellipse Tool.

[7] Create a shape and fill with black color.

[8] Now go to Blending Option use the following settings.

[9] Your final image should be look like this.
